Abstract
The Conference on Security and Cooperation in Europe (CSCE) was the outcome of years of Soviet-led efforts to organise a European security conference that would confirm the Cold War status quo and Soviet predominance in East-Central Europe, and reduce North American involvement. Instead, what materialised in the context of East–West detente after 1970 was, first, a negotiating process with US and Canadian participation culminating in the Helsinki Accords of 1975. This agreement did confirm the territorial status quo in Europe, but it also called for increased economic, cultural, and other contacts, and it affirmed all participants’ respect for basic human rights. In various follow-up conferences after 1975, especially the latter issue – taken up by both dissidents in communist countries and sympathisers in the West – made for contentious debates. What had become the CSCE process was overtaken after 1988 by the collapse of communism in Eastern and Central Europe and the Soviet Union. In 1995, CSCE was transformed in the Organization for Security and Cooperation in Europe (OSCE).
