Abstract
Fisheries worldwide are threatened with depletion and rent dissipation . A policy analysis considers ways to improve management of the commercial “small boat” salmon fishery in the Canadian province of British Columbia. The multi-goal analysis considers four policy alternatives: current policy; harvesting royalties and license auction; river-specific, exclusive ownership and harvesting rights on the Fraser, the largest river; and individual transferable quotas (ITQs). It assesses these alternatives in terms of four goals: efficiency (reduced rent dissipation); biodiversity preservation (number of viable river runs); equitable distribution of the economic value of the harvest (to current license holders, to indigenous (First Nations) fishers, and to taxpayers); and political feasibility . Based on this assessment, the report recommends that the minister urge the government to adopt river-specific, exclusive ownership and harvesting rights (with cooperative or other joint ownership on the Fraser).
