Abstract
Abstract The role of Canada as a global social policy actor has been underexamined. Nevertheless, in different time periods, Canada has played an important role in some areas of global social policy formulation and implementation. After a brief discussion of the nature of global social policy, the chapter considers Canada’s role as a global social policy actor in three different thematic areas: in the creation of the postwar international financial system and the promotion of structural adjustment policies in the Global South starting in the 1980s; in global health governance, with a focus on the HIV-AIDS crisis of the late 1980s, and the recent COVID-19 pandemic; and in the adoption of Feminist International Assistance Policy (FIAP) in 2017. The chapter argues that Canada’s record is ambiguous, reflecting a mix of security, economic, and human rights objectives, and that the country’s policies have too often reflected instrumentalist and sometimes self-serving approaches compatible with liberal approaches to social policy, instead of more transformational objectives.
