Abstract
In this article, we evaluate the contemporary status of gender and developing programming in Jordan by analyzing data collected from interviews with 23 organizations. Gender programming is often fragmented and ad hoc in nature taking a “gender equals women” with a focus on anti-poverty and efficiency-based approaches, rather than considering gender as a relational social construct. The blurred line between the state and NGOs also undermines the potential to engage with the roots of gender inequality. We conclude by stressing the important role of both state feminism and grassroots mobilization efforts in advancing gender mainstreaming in the MENA region.
