Abstract
Athabasca University (AU) was established in 1972 as a publicly funded institution to serve the needs of nontraditional learners in Alberta, Canada. What began as a pilot program using distance learning has evolved into a virtual open university with more than 35,000 students. Major characteristics of openness include open admissions, affordability, asynchronous degree programs that facilitate learner choice about where and when to study, and efforts to replace proprietary course materials with Open Educational Resources (OER). AU maintains extensive scholarly expertise in open and distance learning and coordinates several knowledge dissemination activities resulting in global impact. AU has notable partnerships with United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Commonwealth of Learning, with global significance. The institution recovered from a period of financial deficit spending and provincial budget cuts and now is financially healthy. Significant challenges include repairing relationships with the Alberta government, community of Athabasca, and the Board of Governors after a period of recent institutional instability, sustaining enrollments, and better serving the needs of indigenous learners.
