Abstract
Les municipalités québécoises jouent un rôle crucial, mais souvent sous-estimé, dans l’accueil, l’insertion et l’inclusion des personnes immigrantes et des minorités ethnoculturelles. Ce texte examine l’intervention croissante des municipalités dans ces domaines en répondant à quatre questions clés: pourquoi leur rôle mérite-t-il une attention particulière, quelles sont leurs responsabilités, quelles actions concrètes mènent-elles et quels défis rencontrent-elles? Face au transfert de responsabilités du gouvernement provincial et à l’urgence de répondre aux besoins locaux, plusieurs villes ont adopté des approches structurées pour bâtir des collectivités ouvertes et inclusives. Dans ce contexte, elles doivent concilier leur autonomie limitée avec les contraintes institutionnelles pour surmonter les défis liés à l’immigration. Loin d’être de simples exécutantes ou des relais du provincial, les municipalités doivent être reconnues de facto comme de véritables gouvernements de proximité, avec un potentiel encore à exploiter.
