Au cours des dernières années, le Québec a connu une augmentation significative du recours au Programme des travailleurs étrangers temporaires (PTÉT), accompagnée d’une diversification accrue des secteurs d’emploi qui en bénéficient. Dans cet article, j’examine l’intégration récente du PTÉT dans l’industrie de la construction et la compare à son utilisation plus ancienne et bien établie dans le secteur agricole. Cette analyse vise à comprendre comment l’expérience accumulée dans le domaine agricole depuis les années 1990 peut éclairer les enjeux liés à la mise en œuvre du programme dans le secteur de la construction. Je m’intéresse particulièrement aux facteurs ayant favorisé l’embauche de la main-d’œuvre migrante temporaire, au-delà du discours dominant sur la « pénurie de main-d’œuvre ». Je mets en évidence le fait que le PTÉT a permis de fournir une main-d’œuvre vulnérable, davantage exposée à des formes d’abus qui ne sont pas toujours sanctionnées de façon adéquate, en recréant des conditions de travail similaires à celles recherchées dans le cadre des délocalisations à l’étranger. Enfin, j’explore la question de la défense des droits de la main-d’œuvre migrante temporaire dans ces deux industries, en examinant les défis auxquels sont confrontées les associations syndicales.
