Abstract
In his intellectual career, Robert W. Cox reflected on the role of international organizations in understanding the dynamics of the international system.For this, the Canadian author accessed Gramscian concepts and pointed out that global hegemony has, simultaneously, a social, an economic and a political structure; moreover, countries like Brazil are peripherally inserted in this arrangement.In addition to examining Cox's singular interpretation of Gramsci's conception of hegemony, the aim is to realize how much the absence of a collective national-popular will in Brazil is an essential (and structural) part of the process of maintaining its peripheral condition.
