Beyond the City Limits: Analysis of Federal Funding of Public Transit in Rural Canada

Abstract
Public transit benefits rural people, places, and businesses but faces substantive barriers, necessitating financial support. This article investigates whether the federal Rural Transit Solutions Fund has changed rural access to federal funding and whether the changes align with rural needs. Through an analysis of federal funding of transit projects across Canada and a detailed analysis of three Canadian provinces, this article explores patterns by region, recipient type, transit system characteristics, and rural representation. Preliminary results indicate that the Rural Transit Solutions Fund is shifting patterns of who gets funded and where funding is distributed, increasing accessibility for some rural places. However, gaps remain, with disparities in rural access, particularly for smaller, remote, and Indigenous communities.
