Abstract
ФІНАНСОВИЙ МЕХАНІЗМ ЗАБЕЗПЕЧЕННЯ ДЕРЖАВНИХ ПРОГРАМ СКРИНІНГУ В МАМОЛОГІЇ У СИСТЕМІ ОХОРОНИ ЗДОРОВ'Я Анотація.У статті проаналізовано фінансові механізми програм мамографічного скринінгу в зарубіжних країнах як ключовий елемент забезпечення ефективної вторинної профілактики раку молочної залози.Дослідження зосереджено на вивченні структурних компонентів фінансового механізму, включаючи джерела фінансування, інституційне управління ресурсами, форми залучення приватного сектору, взаємозв'язок із системою медичного страхування, а також нормативно-етичні засади.Методологічною основою роботи є компаративний аналіз моделей, що функціонують у країнах з різним рівнем доходу, інституційної розвиненості та соціального захисту.Узагальнено практики Франції, Румунії та США як репрезентативні приклади гібридних та багаторівневих фінансових моделей.Встановлено, що ефективність фінансування програм скринінгу значною мірою визначається рівнем централізованої координації, інтегрованістю з національними страховими системами, ступенем цифровізації та доступністю для вразливих категорій населення.Проаналізовано структурні бар'єри в системі США, зокрема нерівність у доступі до скринінгових і наступних діагностичних процедур, попри значні фінансові вкладення та інфраструктурну розвиненість.Обґрунтовано доцільність застосування інноваційних інструментів фінансування, а також розширення участі приватного сектору через публічноприватне партнерство.Наголошено, що побудова ефективного фінансового механізму скринінгових програм потребує не лише стабільного фінансування, а й системного міждисциплінарного підходу, що охоплює правові, організаційні, інфраструктурні та етичні аспекти.
