Abstract
Abstract Before Pearl Harbor, the isolationist sentiment was particularly intense in the Midwest, as revealed on Capitol Hill by foreign policy issues such as the Versailles Treaty of 1919, the Neutrality Act of 1935, and the Lend-Lease bill of 1941. Although internationalism was clearly on the rise in America’s “heartland” during World War II, as illustrated by the overwhelming support given to the prospect of U.S. adherence to a world organization dedicated to peace, the traditional principles of nonentanglement, deeply rooted in rural areas, continued to rally numerous and vocal Midwesterners, inside and outside Congress. Widely Anglophobic in tone, Midwestern isolationism was not without impact upon some fundamental trends of U.S. foreign policy for the period under review.
