Abstract
Abstract Child protective services originated in the 1800s and have since gained legislative authority to remove children from their homes. The first child welfare system was institutionalized to model Anglo-Saxon, Christian ideals. Canada’s child welfare policies are deeply rooted in colonialism with a tragic, genocidal history of residential schools and the “Sixties Scoop” that continues to have intergenerational effects on Indigenous families today. Currently, child welfare has an overrepresentation of Indigenous children. Furthermore, child welfare in Ontario, a province with one of the largest racialized minority populations in Canada, has various racial disproportionalities with an overrepresentation of Black and, more recently, Latin American children. The child welfare system also has a disproportionate number of newcomers within its system. The data on disproportionalities within child protective services demonstrates that current child welfare systems are failing to meet the needs of the most marginalized populations in our society, including Indigenous and racialized minority people.
