This chapter considers persistent and emerging challenges in foreign aid and international assistance including the securitization of foreign aid, fungibility and frequent shifts or re-prioritizations in funding allocations, and the changing nature of global aid flows. Drawing on critical feminist scholarship, this chapter examines these challenges in relation to critiques of feminist development policies, such as neoliberalism and the instrumentalization of women’s labour, the failure to define feminism, lack of an intersectional lens in the design of feminist development policies, and poor measurement tools for monitoring and auditing outcomes. Through an examination of feminist development policies, namely, Canada’s 2017 Feminist International Assistance Policy and Germany’s 2023 Feminist Development Policy, the chapter provides examples of their ongoing limitations as well as the opportunities for improved feminist development policies. The chapter concludes with reflections on the importance of a decolonial feminist vision for enhanced feminist development policy making.
