Abstract
Abstract This chapter discusses the food and beverage industry (F&B) and its regulation in selected regional or free trade agreements(RTAs/FTAs): the United States–Mexico–Canada (USMC) Agreement (USMCA), European Union, Southern Common Market, African Continental Free Trade Area, Eurasian Economic Union, Regional Comprehensive Economic Partnership, and Association of Southeast Asian Nations. For each RTA/FTA, it surveys F&B and regulatory institutions, rules, and dispute settlement. The F&B in the USMC serves as a template, but economic, political, and cultural differences mean the structure of F&B and its regulation differs strikingly among RTAs/FTAs. The chapter argues that a focus on value chains may be more productive than a focus on governmental institutions. A value-chain focus emphasizes the potential role of F&B in influencing food quality, sometimes, but not always, in conjunction with the state, and its transnational economic focus offers a potential renewal of our understanding of food quality.
