Abstract
Based on the analysis of normative legal acts regulating the activities of provincial commissars, the article considers the process of the origin and formation of the institution of provincial commissars as the first representatives of the regular provincial police. The study of the law relating to the genesis of the institution of provincial commissioners, resolved the contradiction between the election and appointment of provincial commissioners identified in the process of studying the historiography of this institution.
