Abstract

RESUMO Este artigo problematiza as transformações identificadas no Sistema Nacional de Avaliação da Educação Superior (Sinaes), entre 2004 e 2022, e a concepção neoliberal de qualidade de mercado que nele se tornou hegemônica, no contexto de mercantilização da educação superior. Para tanto, recorre-se ao conceito de neoliberalismo desenvolvido por Foucault (2008) e por Dardot e Laval (2016). A metodologia incluiu revisão de literatura, pesquisa bibliográfica e análise de documentos oficiais de abordagem qualitativa, análise sócio-histórica da avaliação (Afonso, 2009) e estudos críticos sobre as políticas avaliativas na educação superior. Como resultado, verificou-se que, ao priorizar o desempenho estudantil nas provas do Exame Nacional de Desempenho dos Estudantes (Enade) na definição de qualidade dos cursos de graduação, o Sinaes vem atuando como dispositivo da razão neoliberal – como difusor da racionalidade de mercado na educação superior –, criando subjetividades entre docentes e discentes ancoradas no princípio da concorrência.
