Abstract
From the point of view of Islam, the issue of sustenance and livelihood of the people has been taken by Allah Almighty and the ruler as a resource is responsible for delivering to the people what Allah has taken responsibility to deliver to the people. However, those texts in which the issue of sustenance is entrusted to Allah, are lessons and instructions for the ruler that he should fulfill the duty of supporting the weak and poor people of the state; Whoever has authority over the servants, is responsible for fulfilling the rights of the servants and is responsible for them. This paper studies concept of protection and state Responsibility in the light of Sīrah of the Prophet Peace be upon him. It argues that state is responsible for the protection of its citizens.
