Abstract

Abstract. The article analyzes the features of the digitalization of social services in the process of veterans’ reintegration from the point of view of social work and its implementation by social workers. Attention is drawn to the theoretical foundations of the digitalization of social services. The concept of «digitalization of social services» is defined. The concepts of digital governance in the field of social policy (E-Government, Digital Welfare State, Smart Social Policy, Data-Driven Governance) and the experience of the USA, Canada and Great Britain in post-combat support for veterans are outlined. The main directions of the digitalization of social services for veterans through the prism of social work are highlighted. Among them are the creation of digital platforms and registries, providing remote access to services, the use of artificial intelligence (AI) and the use of Big Data technology. Attention is focused on such problems of the process of digitalization of social services for veterans as the digital divide, cybersecurity issues, legal aspects and personnel training problems. It was determined that the presence of these problems of social service for veterans in the process of their reintegration is a factor that complicates social work with this vulnerable segment of the population. The possibilities of digitalization of social service in the process of reintegration of veterans with the integration of digital services into the E-government system, the implementation of smart technologies for the social rehabilitation of veterans (VR for the purposes of psychological rehabilitation or mobile applications) were emphasized. The problems of digitalization of social service in the process of reintegration of veterans in Ukraine in the conditions of the full-scale invasion of the Russian Federation from February 24, 2022 were emphasized. It was determined that the problems of integrating veterans into civilian life after returning from the combat zone are a task of the state’s social policy, to be implemented by the Ministry of Social Policy of Ukraine (Ministry of Social Policy), the Ministry of Veterans Affairs (Ministry of Veterans) and the body responsible for digitalization – the Ministry of Digital Transformation of Ukraine (Ministry of Digital Transformation).
