Mei 2024 heeft de Eerste Kamer het wetsvoorstel aangenomen dat voorziet in de vervanging van de in de Wet dieren bij amendement Vestering (35398, 23) doorgevoerde wijziging van artikel 2.1 van de Wet dieren.Het aanvullend amendement verplicht dat er binnen een jaar voor de sectoren melkveehouderij, pluimveehouderij, varkenshouderij en vleeskalverhouderij een algemene maatregel van bestuur (AMvB) komt, waarin wordt beschreven hoe een dierwaardige veehouderij er in 2040 uit moet zien.Van de in dit verband voorgenomen maatregelen zijn de verwachte kosten gekwantificeerd, zowel op bedrijfsniveau als voor de vier afzonderlijke veehouderijsectoren als geheel.Het investeringsbedrag dat hier in totaal tot 2040 mee gemoeid is ligt bij een 20% reductie van de omvang van de veestapel in de orde van grootte van 5,9 tot 8,4 mld.euro.De hieruit voortvloeiende extra jaarlijkse kosten (inclusief opbrengstderving, exclusief subsidies) variren van 1,3 tot 2,1 mld.euro, overeenkomend met 52 tot 88 euro hogere jaarlijkse huishouduitgaven.Methodisch is ervoor gekozen om gebruik te maken van dezelfde rekenwijze zoals die standaard bij de analyse van de economische impact van andere dierenwelzijnsstandaarden wordt gebruikt.In May 2024, the Senate adopted the bill that provides for the replacement of the amendment to Article 2.1 of the Animals Act by amendment Vestering (35398, 23).The additional amendment requires that within a year there will be a an Statutory Order of Governmental Decree (AMvB) for the dairy, poultry, pigs and veal calves sectors, describing what animal-worthy livestock farming should look like in 2040.The expected costs of the measures envisaged in this context have been quantified, both at farm level and for the four individual livestock sectors as a whole.The total investment amount involved is in the order of 5.9 to 8.4bn.euros.The additional annual costs (including loss of net revenue, excluding subsidies) range from 1,3 to 2,1bn.euros, corresponding to 52 to 88 euros higher annual household expenditure.Methodologically, the choice was made to use the same calculation method as is standard in the analysis of the economic impact of other animal welfare standards.
