Abstract
Sommaire Cet article analyse les développements récents de la politique d'innovation régionale liée à l'agenda des zones d'innovation au Québec. À partir d'une étude de cas de la zone d'innovation Technum à Bromont, cet article s'interroge sur la véritable nouveauté de cette politique, sur sa capacité à stimuler et soutenir la mise en réseau des acteurs de l'innovation et sur son potentiel à encourager la transformation industrielle de l’économie régionale. Il offre une critique de la dimension géographique de cette stratégie de développement économique misant en principe sur des atouts et dynamiques locaux, mais qui, en fait, compte sur des dynamiques difficilement circonscrites géographiquement et qui feront face à des écueils locaux, notamment au niveau de la capacité limitée des infrastructures et de l'acceptabilité sociale. Ces questions d'efficacité de la politique renvoient au modèle de gouvernance multi‐niveaux sous‐jacent à sa conception, qui ne reflète pas le chevauchement complexe des acteurs et de leurs divers objectifs.
