In recent years there has been significant experimental effort aimed at studying the impact of <a:math xmlns:a="http://www.w3.org/1998/Math/MathML"> <a:mmultiscripts> <a:mi mathvariant="normal">O</a:mi> <a:mprescripts/> <a:none/> <a:mn>16</a:mn> </a:mmultiscripts> </a:math> neutron poisoning on the weak <c:math xmlns:c="http://www.w3.org/1998/Math/MathML"> <c:mi>s</c:mi> </c:math> process in rotating massive stars. Improving the understanding of energy levels in <d:math xmlns:d="http://www.w3.org/1998/Math/MathML"> <d:mmultiscripts> <d:mi>Ne</d:mi> <d:mprescripts/> <d:none/> <d:mn>21</d:mn> </d:mmultiscripts> </d:math> is crucial to reducing uncertainties in the rates of the <e:math xmlns:e="http://www.w3.org/1998/Math/MathML"> <e:mi>α</e:mi> </e:math> -induced reactions on <f:math xmlns:f="http://www.w3.org/1998/Math/MathML"> <f:mmultiscripts> <f:mi mathvariant="normal">O</f:mi> <f:mprescripts/> <f:none/> <f:mn>17</f:mn> </f:mmultiscripts> </f:math> that determine the overall efficiency of the weak <h:math xmlns:h="http://www.w3.org/1998/Math/MathML"> <h:mi>s</h:mi> </h:math> process. This paper reports on one such experiment: a study of the <i:math xmlns:i="http://www.w3.org/1998/Math/MathML"> <i:mmultiscripts> <i:mi>Ne</i:mi> <i:mprescripts/> <i:none/> <i:mn>20</i:mn> </i:mmultiscripts> </i:math> <j:math xmlns:j="http://www.w3.org/1998/Math/MathML"> <j:mrow> <j:mo>(</j:mo> <j:mi>d</j:mi> <j:mo>,</j:mo> <j:mi>p</j:mi> <j:mo>)</j:mo> <j:mmultiscripts> <j:mi>Ne</j:mi> <j:mprescripts/> <j:none/> <j:mn>21</j:mn> </j:mmultiscripts> </j:mrow> </j:math> reaction in inverse kinematics. Deduced spin-parity assignments were made based on adiabatic distorted-wave approximation analysis and neutron partial widths were estimated by comparison with a previous experiment. Of particular significance for nuclear astrophysics is the resulting neutron partial width for the 7820-keV energy level, estimated to be <k:math xmlns:k="http://www.w3.org/1998/Math/MathML"> <k:mrow> <k:mn>12</k:mn> <k:mspace width="0.16em"/> <k:mn>200</k:mn> <k:mo>(</k:mo> <k:mn>2900</k:mn> <k:mo>)</k:mo> <k:mspace width="0.16em"/> <k:mi>eV</k:mi> </k:mrow> </k:math> , and an upper limit of <n:math xmlns:n="http://www.w3.org/1998/Math/MathML"> <n:mrow> <n:mo>≤</n:mo> <n:mn>9300</n:mn> <n:mspace width="0.16em"/> <n:mi>eV</n:mi> </n:mrow> </n:math> for that of the 7749-keV energy level. These results are in tension with previous studies and therefore this paper also discusses the current state of the research into the astrophysically relevant energy levels and highlights both areas of agreement and areas of disagreement between this and various other studies that have investigated this nucleus.
