Exploring the Teacher Professional Standards of British Columbia, Canada, and Implications for Korea

Abstract
[Purpose]This study aims to derive implications for developing teacher professional standards in Korea by analyzing the content, application, and characteristics of such standards in British Columbia (BC), Canada. [Methods]Relevant literature related to BC’s educational goals, teacher professional standards, and teacher education system was reviewed. In addition, interviews were conducted with faculty members at institutions operating teacher education programs in BC. [Results]Professional standards for BC Educators are legally grounded and applied across various stages, from teacher preparation to in-service development. They are integrated with teacher education program approval and certification processes and serve as a basis for disciplinary actions, thus reinforcing teacher accountability. Key features include legal and operational clarity, stakeholder participation, respect for teacher autonomy, and periodic revisions aligned with social and educational trends. [Conclusion] The study provides four implications for Korea: (1)standards should be based on social consensus involving diverse stakeholders, (2)clear links between professional standards, program approval, and certification are necessary to manage the quality of teacher education, (3)alignment between educational goals, curriculum, and standards ensures consistency and supports teacher autonomy and accountability, and (4)well-defined standards enhance public understanding of teachers’ roles and contribute to the professional authority of teaching.
