Abstract
Pedagang Kaki Lima (PKL) merupakan komponen vital dalam perekonomian lokal Kota Medan dengan jumlah mencapai 18.900 PKL yang tersebar di 21 kecamatan. Keberadaan PKL memberikan kontribusi signifikan terhadap pemenuhan kebutuhan masyarakat dan penciptaan lapangan kerja informal. Namun, ketidakteraturan dalam penataan lokasi berjualan dan minimnya regulasi yang berpihak sering menimbulkan konflik sosial dan tata ruang. Peraturan Daerah Kota Medan no. 5 Tahun 2022 tentang zonasi Pedagang Kaki Lima (PKL) merupakan kebijakan zonasi bagi PKL di Kota Medan sebagai upaya pengaturan lokasi usaha PKL melalui pembagian zona merah, kuning, dan hijau serta mekanisme pengawasan terpadu (Bappeda, 2021). Namun dalam penerapannya peraturan ini belum terimplementasi dengan optimal sehingga masih banyak PKL beroperasi tanpa izin resmi, yang berdampak pada ketidakteraturannya kota dan potensi gesekan dengan aparat.. Minimnya regulasi yang adil dan berpihak kepada PKL dalam penataan dan perlindungan menyebabkan banyak PKL beroperasi di ruang publik tanpa izin resmi. Dukungan kebijakan terhadap PKL melalui rencana aksi diharapkan dapat diupayakan untuk memberikan ruang legal bagi PKL untuk berusaha tanpa mengorbankan ketertiban kota. Makalah ini bertujuan untuk menyusun rekomendasi kebijakan pada penataan PKL meliputi penyusunan regulasi teknis, pembentukan kelembagaan pengelola, sosialisasi dan partisipasi publik, serta mekanisme pengawasan berbasis teknologi. Diharapkan kebijakan ini dapat menciptakan keteraturan tata ruang yang inklusif serta meningkatkan kesejahteraan PKL secara berkelanjutan, sejalan dengan visi pembangunan Kota Medan.
