International terrorisme udgør en global strategisk trussel, som må bekæmpes gennem en indsats, der både adresserer de helt grundlæggende årsager til terrorismens opståen, og samtidig formår at imødegå den aktuelle terrortrussel. I denne indsats har specialoperationer og specialoperationsstyrker spillet en helt central rolle. Dette er baggrunden for rapporten "Specialoperationer og international terrorisme - Anvendelsesmuligheder og implikationer". <br/><br/>Rapporten analyserer dette element i kampen mod global terrorisme, ved at give et grundlæggende indblik i, hvad disse specialoperationer og -styrker er, hvad de kan, og hvilke udfordringer der kan følge med deres anvendelse. Afslutningsvis kommer rapporten med en række konkrete anbefalinger.
