Abstract
Denne rapport er en del af den forskningsbaserede myndighedsbetjening, som Det Juridiske Fakultet, Københavns Universitet, i samarbejde med Forsvarsakademiet leverer til Forsvarsministeriet og de politiske partier bag forsvarsforliget. Rapporten sætter fokus på ’modforanstaltninger’, som udgør et af de centrale modsvar, Danmark inden for rammerne af folkeretten kan bringe i spil i forhold til fjendtlige cyberoperationer. Formålet med rapporten er at gøre status over de aktuelle retlige udviklinger og overvejelser på området, ligesom muligheder og begrænsninger i retten til at foretage modforanstaltninger afdækkes og analyseres.
