Abstract
Abstract Elementary and secondary education in Canada affords a compelling opportunity to reflect upon the reciprocal relationship between statecraft and social policy. Education is a field where both federal and provincial-territorial orders of the state exercise jurisdiction for different segments of the peoples within the country. Ottawa retains the direct responsibility for the education of Indigenous peoples living “on-reserve” without self-government agreements; provinces and territories retain responsibility for all other residents within their regions. Consequently, in Canada we can observe the actions of different “states,” federal-provincial-territorial, to more fully appreciate social policy—and education more specifically—as an instrument of statecraft. As recognized members of the Canadian state transplanted and adapted from Europe, English and French settler societies witnessed considerable—although uneven—benefits. For Indigenous peoples, however, the education systems maintained by the federal and provincial orders of state produced catastrophic results.
