Abstract
ABSTRACT: This article demonstrates how states have the potential to play a prominent role in human rights education. Most research on human rights education focusses on non-governmental organizations and educational institutions. In Canada, however, a central mandate of human rights institutions (HRIs) is education. This is the first article to document HRIs' educational programming and the only article to include interviews with staff from every federal, provincial, and territorial HRI. It is also the first article to document the systemic underfunding of HRIs in Canada. While these institutions have proven adept at developing innovative educational practices and engaging beyond their legislative mandate, underfunding remains a constant challenge for most HRIs.
