Abstract
The variable criteria adopted by researchers who assess equity in climate action planning indicate that there are no clear guidelines for ensuring an equitable approach to urban climate action. This paper proposes an evaluative framework that was developed through consultations with climate change scholars and representatives from equity-deserving groups. The framework is useful for researchers interested in assessing whether municipal climate policies respond to the self-identified needs and priorities of underserved residents. The research also clarifies whether scholarly understandings of equity and justice reflect the way equity-deserving groups understand these concepts.
