Use of observation data to identify time and location for plastic bag ban monitoring in Cities of Nepal

Over 36,000 city residents across 264 locations in 40% of Nepal's municipalities were observed to record their bag usage behaviour. We use a multinomial logit model to analyse the data and understand how individual bag (plastic, reusable, habitual and without bag) use choices vary by location and time. We then selected the best-performing model from 9 classification algorithms for the Monte Carlo simulation to identify hot spots and times for the efficient deployment of the compliance monitoring team, hereafter referred to as monitoring. Our findings suggest that monitoring residential areas in the morning and office areas in the evening, with a particular focus on vegetable markets and evenings, could increase the effectiveness of plastic bag bans. The study also revealed difference in city residents' bag choice in municipalities with and without the ban.
