Montreal é reconhecida como uma das cidades mais multiculturais do Canadá, acolhendo comunidades imigrantes de mais de 120 países. No entanto, essa diversidade convive com profundas desigualdades e manifestações de racismo sistêmico que atravessam diversas esferas da vida urbana, como a segurança pública, a educação, a habitação, a saúde e o acesso à cultura. Motivados pela ausência de políticas municipais de combate ao racismo, pela falta de representação política de minorias étnicas, pela desigualdade entre grupos raciais no mercado de trabalho e criminalização desproporcional no sistema de justiça, um coletivo de cidadãos enviou uma petição solicitando às autoridades municipais a realização de uma consulta pública sobre racismo e discriminação sistêmica em Montreal.
