Abstract
Cet article explique l’évolution des politiques du Québec (Canada) pour réduire la pollution des cours d’eau causée par les fertilisants agricoles. Cette problématique n’était pas une priorité pour le secteur agricole jusqu’aux années 1990. Au début des années 2000, la préservation de la qualité des cours d’eau devient une préoccupation majeure dans la société québécoise. S’ensuit une période marquée par des tensions entre deux référentiels (le global, axé sur la protection de l’eau, et le sectoriel, centré sur la croissance agricole) ainsi que par l’apprentissage des acteurs et le développement des connaissances sur la pollution agricole de l’eau. En conséquence, des réglementations ont été mises en place, notamment celle d’obliger tous les élevages à déposer un bilan phosphore à l’équilibre, ainsi que des aides financières pour appuyer l’adaptation des entreprises.
