En esta entrevista, la doctora Jaramillo analiza las transformaciones del sistema internacional desde una perspectiva crítica. Aborda el declive de la hegemonía estadounidense, el ascenso estratégico de China y el papel emergente de India. Examina cómo estas dinámicas afectan la formulación de políticas exteriores en América Latina y África, marcadas por la ideologización y pérdida de coherencia multilateral. La entrevista destaca el auge y el declive de la cooperación sur-sur, sus logros durante el bum de las materias primas y su posterior vaciamiento discursivo. La entrevistada subraya el reordenamiento del poder internacional, la necesidad de equilibrio y el rol de las potencias medias en la gobernanza global, en un escenario dominado por tensiones geopolíticas y desafíos a la arquitectura institucional vigente.
