Abstract

Peel Region, located in the Greater Toronto Area, faces unprecedented demands on its water and wastewater infrastructure following Ontario’s Bill 23, the More Homes Built Faster Act. To meet the accelerated housing targets, Peel Region implemented a Program Management approach to deliver a significant increase in concurrent linear water and wastewater projects in Peel. This paper discusses the benefits of Program Management, including resource optimization and flexibility in scope, and shares the lessons learned in accelerating capital expenditure to meet ambitious housing-enabling targets. The programmatic approach is established to improve project delivery times, cost efficiencies, and enhance stakeholder satisfaction, positioning Peel Region as a model for infrastructure acceleration.
