Disarmament on Whose Terms? Rethinking Armed Group Control in the Philippines

Abstract
This study examines two Demobilization, Disarmament, and Reintegration (DDR) programmes between the Government of the Republic of the Philippines (GRP), the Moro Islamic Liberation Front (MILF), and the Moro National Liberation Front (MNLF). These two case studies demonstrate the need to re-evaluate conventional DDR assumptions on programme sequencing and on the implicit objective of breaking armed-group command structures, especially in conflicts with community-embedded armed groups in self-determination conflicts. By drawing on field research and comparing methodologies of integration, our findings highlight the importance of accommodating organizational interests, leveraging pre-existing command structures, and ensuring political and security guarantees for enduring peace.
