Abstract
Abstract Chapter 6 explores Gladstone’s involvement in the Irish land question in 1868 and its coinciding with two phenomena related to land tenure in India: the simultaneous consideration of approving the substantial rights of tenants in the Punjab Act and identifying appropriate rights in Ireland became intertwined; a book by George Campbell, a colonial administrator in British India, brought to Gladstone’s attention the historical similarities between custom-based land tenure in India and Ireland and the appropriateness of legalising such tenure for the Irish tenants. This and new writings by Irish and English political economists changed the narrative from India being an exception regarding customary rights of tenants to England being the exception relating to contracts as the primary mechanism guiding landlord–tenant relations. This theoretical shift decoupled Irish land tenure from existing English practices and facilitated the Gladstone government to pass the Land Act in 1870.
