Abstract
Cet article est une analyse, selon la méthode forces, faiblesses, possibilités et menaces (FFPM); en anglais, SWOT, du Plan particulier d’urbanisme (PPU) du centre-ville de Chicoutimi, un arrondissement de Ville de Saguenay, dans la région du Saguenay–Lac-Saint-Jean, au Québec. Depuis les années 1960, le centre-ville de Chicoutimi est aux prises avec une problématique de dévitalisation, qui ne cesse de s’amplifier. C’est dans ce contexte que la Ville de Saguenay a présenté, en mai 2024, le PPU du centre-ville de Chicoutimi. Ce document a pour but de définir une vision claire et de prioriser les actions à entreprendre pour revitaliser le centre-ville de cet arrondissement d’ici 2040. Ce plan, qui était très attendu, a reçu un accueil assez mitigé. Devant autant de critiques, nous tenterons de répondre à la question suivante : Est-ce que la Ville de Saguenay est sur la bonne voie pour revitaliser le centre-ville de Chicoutimi?
