Abstract. Soreang District, as the capital of Bandung Regency, faces complex waste management problems due to increasing population and urban activities. This study aims to evaluate the implementation of waste management policies in Soreang District using a mixed-methods approach and the CIPP (Context, Input, Process, Product) evaluation model. Data was collected through observation, questionnaires to 100 respondents, and an analysis of the Bandung Regency Environmental Agency’s Strategic Plan (Renstra) for 2021-2026. The results indicate that policy implementation has not been effective. Quantitatively, a significant gap exists between the waste handling target of 87.15% in 2024 and the actual realization in the field, which only reached 12.60%. Qualitatively, this issue is exacerbated by infrastructure limitations, such as the absence of Temporary Disposal Sites (TPS) and TPS3R, as well as an inadequate transport fleet capacity (only 15.50 m³/day). The community's mindset, which still adheres to the "collect-transport-dump" habit, and minimal participation in waste sorting are also major obstacles. Furthermore, operational mechanisms are inconsistent with the master plan, and the inconsistent quality of transport services has led to public disappointment. Based on these findings, it is concluded that comprehensive improvements are needed in technical, institutional, and community empowerment aspects to achieve sustainable waste management. Abstrak. Kecamatan Soreang, sebagai ibukota Kabupaten Bandung, menghadapi permasalahan pengelolaan sampah yang kompleks akibat peningkatan populasi dan aktivitas perkotaan. Penelitian ini bertujuan untuk mengevaluasi implementasi kebijakan pengelolaan sampah di Kecamatan Soreang menggunakan pendekatan campuran (mixed-methods) dan model evaluasi CIPP (Context, Input, Process, Product). Data dikumpulkan melalui observasi, kuesioner kepada 100 responden, serta analisis dokumen Rencana Strategis (Renstra) DLH Kabupaten Bandung Tahun 2021-2026. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum efektif. Terdapat kesenjangan signifikan antara target penanganan sampah sebesar 87,15% pada tahun 2024 dengan realisasi di lapangan yang hanya mencapai 12,60%. Masalah ini diperkuat oleh keterbatasan infrastruktur, seperti ketiadaan Tempat Penampungan Sementara (TPS) dan TPS3R, serta kapasitas armada angkut yang tidak memadai (hanya 15,50 m³/hari). Pola pikir masyarakat yang masih menganut kebiasaan "kumpul-angkut-buang" dan minimnya partisipasi dalam pemilahan sampah juga menjadi kendala utama. Selain itu, mekanisme operasional tidak konsisten dengan rencana induk, dan kualitas layanan pengangkutan yang sering tidak sesuai jadwal menimbulkan kekecewaan publik. Berdasarkan temuan ini, disimpulkan bahwa diperlukan perbaikan menyeluruh pada aspek teknis, kelembagaan, dan pemberdayaan masyarakat untuk mencapai pengelolaan sampah yang berkelanjutan.
