Depuis les années 1990, la gestion intégrée de l’eau par bassin versant est considérée comme la meilleure approche pour orienter les décisions autour des ressources en eau. Au Québec, le gouvernement provincial s’y est engagé à l’automne 2002, dans sa Politique nationale de l’eau. Vingt ans plus tard, l’expérience de la gestion intégrée de l’eau par bassin versant appelle une nouvelle réflexion sur la gouvernance de l’eau. Nous explorons cette question avec le cas du bassin versant du lac et de la rivière Saint-Charles, situé dans la Communauté métropolitaine de Québec. Une démarche participative ayant mobilisé 30 acteurs de l’eau mène au constat suivant : la gestion de l’eau par bassin versant n’a pu être réalisée pleinement en raison de structures de gouvernance inadéquates pour la soutenir. Nous décrivons les principaux obstacles à sa mise en oeuvre et terminons notre article en proposant des pistes de solution issues de la démarche participative.
