ABSTRAK Pemanfaatan barang milik negara (BMN) merupakan langkah Pemerintah dalam mengoptimalkan aset sehingga dapat lebih bernilai guna, tidak membebani APBN serta alih-alih memberikan dampak positif terhadap penerimaan Negara. Adakalanya BMN berupa tanah atau bangunan yang dikuasai Pemerintah tidak mempunyai nilai guna, yang terjadi justru membebani dari segi biaya operasional. Tujuan penulisan adalah untuk mengetahui dan mengkaji model kemitraan bangun guna serah (BGS) sebagai alternatif solusi pembiayaan dan pendayagunaan aset BMN yang tidak produktif serta memberikan gambaran umum tentang tata cara pelaksanaan sekaligus aspek administrasinya. Metode dalam penelitian ini menggunakan metode penelitian normatif. Data yang dipergunakan adalah data sekunder, yaitu data yang diperoleh secara tidak langsung sumbernya. Pengumpulan data dilakukan dengan studi dokumenter atau studi kepustakaan. Sebagai alternatif pembiayaan dan pendayagunaan terhadap BMN yang kurang produktif, BGS sangat relevan untuk diimplementasikan pada lokasi lama Kantor Pertanahan Kota Jayapura. Tentu dengan berprinsip bahwa komitmen kerja sama tersebut harus dilakukan dengan penuh tanggung jawab, demi hasil yang terukur serta faktor efektifitas dan efisiensi menjadi kunci keberhasilannya dari pelaksanaan perjanjian BGS. Kata kunci : bangun guna serah, barang milik negara, Kantor Wilayah BPN Provinsi Papua ABSTRACT The Use of State-Owned Assets (BMN) is a way of Government to optimizing assets so that it has more value to be use, not being a burden to State budget and instead have a good impact on State Revenues. Sometimes there’s also a situation when the BMN are in the form of land or buildings who’s in possessions of government but also has no use value, meanwhile it will only burdening the costs of operational. The purpose of this article is to find out and examine the Bangun Guna Serah partnership model as an alternative solution for financing and utilizing unproductive BMN assets and to provide a general overview of implementation procedures as well as administrative aspects. A methods in this research is doctrinal, namely using normative research methods. The data that used is secondary data, which is a data obtained indirectly from the sources. Data collection is carried out using documentary studies or literature studies. Finances alternative and the utilization of state property that are less productive, transfer agreement is very relevant to be implemented on old location of land offices Jayapura city. With a certain principle that those partneship commitment must be done with full responsibility, for the sake of measureable results and also effectiveness factors with efficiency are the key to be successful of implementing the agreement of transfer.
