Strategi Kebijakan Akselerasi Sertifikasi Halal Bagi Usaha Mikro, Kecil, dan Menengah (UMKM) di Provinsi Kalimantan Timur Menyongsong Ibu Kota Negara (IKN) Nusantara

Abstract
Artikel kebijakan ini menguraikan bahwa Provinsi Kalimantan Timur, sebagai penyangga utama Ibu Kota Negara (IKN) Nusantara, menghadapi tantangan sekaligus peluang besar dalam pengembangan ekonomi lokal, khususnya bagi Usaha Mikro, Kecil, dan Menengah (UMKM). Peningkatan populasi dan permintaan di IKN akan didominasi oleh pasar produk halal mengingat mayoritas penduduk Indonesia adalah Muslim. Namun, tingkat kepemilikan sertifikat halal di kalangan UMKM Kalimantan Timur masih rendah. Policy Paper ini bertujuan untuk menganalisis permasalahan dalam akselerasi sertifikasi halal dan merumuskan strategi kebijakan yang efektif. Latar belakang masalah menyoroti kesenjangan antara potensi pasar halal yang besar dengan realitas implementasi di lapangan, yang terkendala oleh berbagai faktor. Rumusan masalah difokuskan pada belum efektifnya sosialisasi dan edukasi serta keterbatasan jangkauan tenaga pendamping dan penyuluh halal. Metodologi penulisan menggunakan pendekatan kualitatif dengan analisis data sekunder dari berbagai sumber terpercaya dan analisis kebijakan. Hasil analisis menunjukkan bahwa akar masalah terletak pada aspek sumber daya manusia (pendamping), metode (sosialisasi), regulasi (kompleksitas), dan lingkungan (kesadaran UMKM). Berdasarkan analisis USG dan Fishbone, masalah utama adalah kurangnya jangkauan dan efektivitas pendampingan. Simpulan dari analisis ini adalah bahwa tanpa intervensi kebijakan yang terarah, UMKM Kalimantan Timur akan kesulitan bersaing di pasar IKN.
