ABSTRAKDiplomasi digital adalah pergeseran konseptual praktik diplomasi menekankan pada komunikasi masyarakat global menggunakan media sosial. Manfaat perkembangan Teknologi dan Informasi telah mengembangkan pergeseran teknologi ini bagi negara-negara untuk mengembangkan diplomasinya dengan memanfaatkan algoritma media sosial hingga penulisan program komputer. Tulisan ini akan fokus pada Diplomasi Bilateral antara Indonesia dan Kanada serta Indonesia dan Meksiko untuk memahami lebih lanjut hubungan dua arah negara tersebut. Dengan mempersonifikasikan beberapa postingan tentang kegiatan yang dilakukan diplomat, kedutaan, dan pemerintah, mengembangkan pola agar publik merasa diikutsertakan dalam beberapa percakapan penting dengan menggunakan fitur retweet, reply, dan beberapa fitur lainnya. DIbandingkan diplomasi secara tradisional, diplomasi digital telah mengubah komunikasi antara pemerintah ke semua level aktor, membangun hubungan yang lebih mudah diakses, transparan dan inklusif. Misalnya, salah satu pemimpin negara dapat memposting tweet harian untuk memberi tahu pengikutnya dengan siapa dia bertemu hari itu dan apa yang akan mereka diskusikan. Tujuan lebih lanjut dari makalah ini adalah untuk memahami pola hubungan bilateral negara-negara dengan menggunakan metode kuantitatif untuk menggarisbawahi pendekatan kualitatif.Oleh karena itu, makalah ini juga menganalisis melalui dokumen kebijakan dan pengambilan data dari sebuah alat di open source intelligent (OSINT) untuk membuat analisis komparatif antara Indonesia dan juga beberapa negara bagian Amerika Utara yaitu Kanada dan Meksiko untuk mengumpulkan data dan informasi kedaulatan siber dari masing-masing negara bagian. Temuan lebih lanjut dari jurnal ini adalah hasil dari kedaulatan siber masing-masing negara, dan memahami negara-negara yang disebutkan bagaimana mereka memberikan perhatian khusus tentang bagaimana memastikan kedaulatan siber dengan cara yang berbeda, seperti defensif atau pasif. Akumulasi keamanan siber didasarkan pada tiga komponen dasar yaitu inti, aplikasi dan infrastruktur.Kata Kunci : Diplomasi Digital, Teknologi dan Informasi, Kedaulatan Siber, Inti, Infrastruktur, Aplikasi.ABSTRACTDigital diplomacy is a shifting conceptual of diplomatic practice that places and emphasis on conversing with foreign populations using social media. The advantage of development of Information and Technology has developed this technological shift for states in order to develop their diplomacy by utilising social media algorithms to the writing of computer programs. This writing will focus on Bilateral Diplomacy between Indonesia – Canada and Indonesia – Mexico to understand the further two ways relations between two countries. By personifying some posts about the activities diplomat, embassy, and government are carrying out, developing a pattern for public to feel included in some of important conversation by the using the retweet, replying and some other features. Digital diplomacy, has changing the communication between government to all level of actors, constructing relations that are more accessible, transparent and inclusive than the traditional ones. For instance, one of state leader can posts daily tweets to let his followers know who he is meeting with that day and what they will be discussing. The further aim of this paper is to understand the pattern of bilateral relationship of states by using quantitative method to underline the qualitative approach.Thus, this paper also analysing through policy document and data grabbing from a tool in open source intelligent (OSINT) in order to create comparative analysis between Indonesia and also some Northern America states which is Canada and Mexico to gather the data and information of each state’s Cyber Sovereignty. The further finding of this paper is the outcome of each state cyber sovereignty, and understand the mentioning countries how they pay special attention on how to ensure the cyber sovereignty in different ways, such as defensive or passive. The accumulation of cyber security is based on three basic component which is core, application and infrastructure.
