Abstract
Integrating multicultural societies within secular states presents complex challenges for balancing religious freedom, cultural identity, and state neutrality. This article examines the divergent approaches of Canada and France, analyzing how their respective models of secularism—negative and positive—shape the integration of minority cultural and religious groups. Canada’s hostile secularism, which maintains structural separation while accommodating religious expression in the public sphere, fosters egalitarian multiculturalism by recognizing polyethnic rights and promoting fair integration. In contrast, France’s positive secularism, which enforces strict ideological separation and restricts religious visibility in public life, impedes the political and social inclusion of minority communities. Drawing on theories of neutrality and multiculturalism, the study argues that hostile secularism, coupled with an open neutrality framework, better supports pluralistic societies by allowing diverse cultural and religious identities to coexist in the public realm. The findings highlight the limitations of rigid secularism in multicultural contexts and advocate for policies that reconcile state neutrality with the equitable recognition of minority rights.
