Le nombre restreint de textes attestant avec certitude de l’existence d’une flotte militaire étrusque, les doutes liés à la propriété des navires qui assuraient le commerce d’objets étrusques en direction du Sud de la Gaule à l’époque archaïque, l’ambiguïté des documents figurés relatifs au monde maritime, ainsi que l’absence presque totale de colonies étrusques en dehors de la péninsule italienne invitent à penser, au rebours de l’existence d’une improbable thalassocratie étrusque, que les cités étrusques côtières, à la différence des Phéniciens, des Grecs ou des Carthaginois, n’ont jamais développé de véritable politique maritime, qu’elle soit commerciale ou militaire – à l’exception, peut-être, de Caere, au lendemain de la fondation d’Aléria. Occupant une région fertile et riche en minerais, et pouvant se greffer sur des relations commerciales maritimes solidement établies par d’autres peuples à l’échelle de l’ensemble du monde méditerranéen, ils ont à rebours privilégié une politique de conquêtes terrestres, en concentrant leur politique coloniale en direction du nord et du sud de leur région d’origine.
