Este artigo discute o papel da Economia da Educação na análise das desigualdades educacionais regionais, propondo um enquadramento conceitual que integra três eixos principais. O primeiro explora os fundamentos econômicos do financiamento educacional, debatendo a tensão entre a lógica de mercado e o direito social à educação. O segundo analisa os condicionantes institucionais do federalismo fiscal no Brasil, avaliando a capacidade de redistribuição de recursos e a eficácia de mecanismos de equalização como instrumentos de justiça social. O terceiro aborda as mediações sociológicas e pedagógicas que conectam recursos financeiros a resultados de aprendizagem, reconhecendo a complexa dinâmica escolar e a atuação de diferentes atores educacionais. A partir de uma crítica à Teoria do Capital Humano (Schultz, 1961; Becker, 1964) e em diálogo com autores contemporâneos (Bourdieu, 1998; Bowles & Gintis, 1976; Laval, 2019), argumenta-se que a Economia da Educação, quando combinada com abordagens histórico-institucionais e pedagógicas, oferece ferramentas robustas para interpretar as assimetrias regionais. O estudo amplia categorias para medir a equidade, a eficiência alocativa e a capacidade institucional, propondo uma agenda de pesquisa para contextos heterogêneos. A conclusão indica que, embora os mecanismos redistributivos sejam essenciais, sua eficácia é limitada sem coordenação interfederativa, planejamento orçamentário baseado no custo-aluno-qualidade e governança sustentada em evidências. Além disso, destaca-se a necessidade de um foco renovado nas práticas pedagógicas e na dimensão humana da educação para enfrentar efetivamente as desigualdades.
