Abstract
This chapter focuses on how John Salter sought to break the back of racism in eastern North Carolina. After a meeting with leaders of the Enfield movement, John proposed that they work with other communities in the county to mount a strong Halifax County voter registration drive before the May 30, 1964, primary. The chapter then looks at the establishment of the Halifax County Voters Movement (HCVM). Soon after its organization in February of 1964, Salter brought in Black politicians who had won recent offices to provide models for the HCVM. Because appealing to the higher nature of Halifax County whites seemed a slow, laborious, if not futile path, the HCVM put most of its emphasis upon awakening the Black voter and building political power at the polls. The chapter then looks at how Principal Williams of Inborden High School embarked upon a campaign of harassment and ominous threats against the author because of her role in the voter registration campaign. It also considers the efforts of country registrars to delay the registration of Black voters.
