Abstract
A primeira Conferência das Nações Unidas sobre Assentamentos Humanos, Habitat I (Vancouver, 1976) é considerada como o momento em que a questão da participação popular passou a ocupar um lugar central no discurso urbanístico predominante a nível global. Durante pelo menos a década seguinte, os programas de "autoajuda assistida" e, no geral, o ideário associado ao arquiteto britânico John F.C. Turner tornaram-se a política oficial e o marco teórico das principais organizações multilaterais como o Banco Mundial. O objetivo deste artigo é rever o período que se estende do lançamento do programa norte-americano Aliança para o Progresso (1961) ao Habitat I (1976) — e particularmente examinar o desenvolvimento do arco do pensamento de Turner neste ciclo — para dar conta da construção desse consenso e sua incorporação na cultura arquitetônica-urbanística.
