В статье анализируется современное состояние и перспективы развития технологий искусственного интеллекта (ИИ) в КНДР. Ожидания того, что ИИ откроет дорогу новому технологическому укладу, предопределили жесткую конкуренцию стран мира за лидерство. С учетом «эффекта масштаба», в нынешних условиях догнать отстающим странам лидеров чрезвычайно сложно. В этом отношении определенный интерес представляет опыт КНДР в развитии технологий ИИ. Резкий рост вычислительных мощностей и всплеск доступности данных с 2010-х годов позволил Пхеньяну существенно продвинуться в данной области. В 2013 г. был учрежден Научно-исследовательский институт искусственного интеллекта, а в 2014 г. в Университете имени Ким Ир Сена был создан Центр развития высоких технологий. В апреле 2019 г. в обновленной Конституции КНДР «информатизация» была добавлена в число основных направлений экономического развития страны. В 2017—2023 гг. КНДР имела партнерские отношения в области ИИ с университетами Китая, Республики Корея, Японии, Германии, Литвы, Швеции, Швейцарии, Великобритании, Египта, Уганды, Канады и США. Причем ее международное научное сотрудничество в данной сфере сохранилось, несмотря на запрет 2016 г. на такую деятельность, введенный резолюциями СБ ООН. В настоящее время северокорейские центры занимаются исследованиями в различных областях, включая распознавание образов, обработку естественного языка, интегрирование технологий ИИ с робототехникой. ИИ также является важным активом в деятельности северокорейских киберспециалистов, работающих с криптовалютой. Задача объективной оценки достижений и перспектив развития северокорейских технологий ИИ представляется особенно актуальной в связи с подписанием в октябре 2024 г. в Пхеньяне Соглашения о сотрудничестве в сфере связи, информационных технологий и цифрового развития. The article analyzes the current state and prospects for the development of artificial intelligence (AI) technologies in the DPRK. Expectations that AI will open the way to a new technological order have predetermined fierce competition among world countries for the leadership. Given the «economy of scale», in the current conditions it is extremely difficult for lagging countries to catch up with the leaders. In this regard, the DPRK's experience in the development of AI technologies is of particular interest. A sharp increase in computing power and a surge in data availability since the 2010s have allowed Pyongyang to make significant progress in this field. The Artificial Intelligence Research Institute was established in 2013, and in 2014, the High-Tech Development Center was created at Kim Il Sung University. In April 2019, informatization was added to the list of the main areas of the country's economic development in the updated Constitution of the DPRK. In 2017—2023, the DPRK had partnerships in the field of AI with universities from China, the Republic of Korea, Japan, Germany, Lithuania, Sweden, Switzerland, the United Kingdom, Egypt, Uganda, Canada and the United States. Moreover, international scientific cooperation in this area has been maintained, despite the 2016 ban on such activities imposed by UN Security Council resolutions. Currently, North Korean centers are engaged in research in various fields, including image recognition, natural language processing, and the integration of AI technologies with robotics. AI is also a key asset in the work of North Korean cyber experts engaged in cryptocurrency transactions. The task of objectively assessing the achievements and development prospects of North Korean AI technologies seems particularly relevant in connection with the signing of the Agreement on Technological Partnership in the Field of Information Technology and Telecommunications between the Russian Federation and the DPRK in Pyongyang in October 2024.
