Abstract
Perkembangan kota yang pesat mendorong terjadinya urbanisasi, yang kerap memicu munculnya permukiman kumuh di wilayah perkotaan. Penanganan kawasan kumuh memerlukan pendekatan yang menyeluruh dan kolaboratif, karena tantangannya tidak hanya terletak pada aspek fisik, tetapi juga pada lemahnya peran kelembagaan, kapasitas pemerintah, serta keterlibatan masyarakat. Salah satu pendekatan yang dapat digunakan adalah collective action, dimana pemerintah, swasta, LSM, dan masyarakat membentuk koalisi untuk tujuan bersama dalam penanganan kawasan kumuh. Penelitian ini bertujuan menganalissi penanganan permukiman kumuh melalui pendekatan kolaboratif berbasis collective action. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui studi literatur. Studi kasus Kampung Pisang di Kota Makassar menunjukkan keberhasilan pendekatan ini. Pemerintah Kota Makassar, Kementerian PUPR, dan Kementerian Sosial terlibat aktif, sementara LSM dan NGO mendukung dari sisi advokasi dan pendanaan. Keberhasilan program tidak lepas dari komunikasi antar lembaga yang baik, yang memperkuat collective action dan membentuk koalisi yang efektif. Selain itu, masyarakat lokal juga memiliki peran sentral sebagai bagian dari solusi, bukan hanya objek penerima program. Dalam penelitian ini, warga Kampung Pisang dipandang sebagai bagian dari masyarakat kota yang memiliki hak atas hunian layak dan lingkungan sehat. Penelitian ini menegaskan pentingnya tata kelola kolaboratif untuk keberlanjutan penanganan permukiman kumuh.
