Ketersediaan dan Kebutuhan RTH Publik sebagai Infrastruktur Evakuasi Bencana di Kawasan Perkotaan: Studi Kasus Kecamatan Palu Timur, Kota Palu

Abstract
Ruang Terbuka Hijau (RTH) publik di Kecamatan Palu Timur mengalami tekanan akibatpertumbuhan penduduk yang pesat serta meningkatnya aktivitas ekonomi. Konteks kota tangguhyang adaptif, RTH publik tidak sebagai elemen lanskap, juga berfungsi untuk mendukung evakuasisaat bencana. Tujuan penelitian untuk mengevaluasi ketersediaan dan kebutuhan RTH publik diKecamatan Palu Timur sebagai yang diatur dalam UU No. 26 Tahun 2007 dan Permen PUPR No. 5Tahun 2008. Pendekatan yang digunakan kuantitatif-deskriptif melalui analisis spasial berbasisSistem Informasi Geografis (SIG), data kependudukan dan observasi lapangan. Hasilnyamenunjukkan, pada tahun 2023 luas RTH publik yang tersedia 44,11 ha. Jika dibandingkan dengankebutuhan ideal seluas 194 ha atau 20% dari total wilayah 970 ha, defisit 149,89 ha. Bilaberdasarkan jumlah penduduk, kebutuhan mencapai 88,98 ha, defisit 44,87 ha. Evaluasi 2024menegaskan bahwa RTH publik di Palu Timur belum optimal difungsikan sebagai infrastrukturevakuasi bencana. Diperlukan strategi integratif mencakup: (1) kebijakan, yakni penyusunan RPPRTH sebagai agenda prioritas untuk menjamin penyelenggaraan RTH publik, (2) operasional,meliputi peningkatan kualitas dan kuantitas dengan memanfaatkan lahan potensial, RTH publiksebagai fasilitas evakuasi darurat bencana, serta pengelolaan inklusif yang melibatkan masyarakat.Pasca bencana 2018, orientasi penataan ruang Kota Palu makin menekankan RTH berperan ganda,yaitu selain fungsi ekologis, juga berfungsi tempat evakuasi bencana, baik alami maupun buatan ataustruktural. RTH publik berperan bukan hanya sebagai elemen ekologis dan estetika kota, tetapi jugasebagai infrastruktur strategis mitigasi bencana menuju Kota Palu yang adaptif, inklusif, danberkelanjutan.
