Abstract
Fungsi konstruksi sebagai salah satu domain kemampuan Satgas PRCPB Yonzipur 9/LLB diharapkan siap operasional setiap saat guna membantu mempertinggi kelangsungan hidup pasukan kawan maupun warga terdampak bencana, khususnya melalui pembangunan Rumah Tahan Gempa dengan jenis RUSPIN dan RUMBAKO. Pendekatan deskriptif naratif dan teknik studi literatur digunakan melalui pengumpulan data observasi, wawancara dan dokumentasi guna membahas konsep RTG RUSPIN dan RUMBAKO, kuantitas dan kualitas serta hambatan dan tantangan. Konsep RTG RUSPIN dan RUMBAKO direkomendasikan oleh pemerintah sebagai bentuk pembangunan kembali perumahan secara in-situ dan telah dirancang memenuhi standar persyaratan bangunan tahan gempa. Secara kuantitas RTG RUMBAKO selesai 8.456 unit dan RTG RUSPIN sejumlah 11.802 unit, penurunan kualitas tercatat pada elemen nonstruktural serta adanya pihak ketiga menyebabkan terjadinya tumpang tindih pekerjaan dalam pelaksanaan pembangunan. Hambatan yang menjadi tantangan berupa terbatasnya akses jalan menuju lokasi sasaran, keterbatasan materiil dan alat berat, keterbatasan komunikasi antara Satgas, instansi terkait, dan pihak ketiga, serta waktu pelaksanaan terbatas.
